           COMMUNITY PROJECT EQUIPMENT
           USAGE POLICY and PROCEDURES

 USAGE
 Equipment listed as available for community projects is to be made available to City
 based neighborhood associations and neighborhood improvement projects. Equipment
 is not to be used to supplant equipment needed on a day basis for operation of an
 ongoing City or Neighborhood association project, but may be used for a special event
 or series of events that are time limited and goal specific. This would include but not be
 limited to:
 Neighborhood cleanups, block parties, community events, neighborhood improvement
 efforts, COP events, Weed and Seed activities, and other functions that would highlight
 City/Neighborhood cooperation.
 Equipment is not to be used to benefit any individual persons unless a partnership with
 the neighborhood association to benefit the neighborhood as a whole can be
 established. Any funds raised through the use of this equipment is to be directed to a
 neighborhood association or non-profit organization that benefits neighborhoods. The
 City of Highland Park Operation Weed and Seed reserves the right to determine
 appropriate use of the equipment and the right to deny approval of use based upon this
determination.
 Priority for use of the equipment will be given to City of Highland Park Operation Weed
and Seed projects. Equipment not being used for these events is available on a first
come, first served basis to City based neighborhood associations.
Persons signing out equipment assume all liability for its use and operation The
condition of all equipment will be noted at the time it is issued to the persons signing for
the equipment. The persons signing for the equipment will be responsible for returning
the equipment in the same condition it was received. Any damage to or loss of
equipment must be reported and becomes the responsibility of the persons signing for
the equipment. Failure to return equipment will also become the responsibility of the
persons signing for the equipment.
Disposable equipment such as paint scrapers and paint brushes must be returned if they
are in unused or reusable condition.
